Hmm, I wonder why the shrunken head-link says "were". Some Jivaro might actually still DO. At least they were doing it as recently as the late '70-ies.
I have a paper here by the late renowned Dutch priest/missionary Zegwaard, where he describes in detail, based on live observations, the process of butchering and cooking victims by the Asmat Papua, who were actively performing cannibalism untill well into the '50-ies. It is rather gruesome reading. (in case you wonderr why I have it: I have some Asmat enthographics on my wall and an interest in the ethnography and exploration of New Guinea in general).
I was more interested in the technique than whether they used the correct tense in the article, actually.
Plus, of course, it's not the late 70s now, so the past tense woul;d be perfectly correct.
